A corruption investigation at the Ministry of Defense revealed a plan in which family ties and government contracts played a central role. At the center of the events was the former deputy minister Ruslan Tslikov, and the perpetrators were the Venturg company (general manager Vladimir Pavlov) and Sandora LLC (convicted manager Timur Iskov). The connecting link was not professional ability, but a blood connection: Iskov is Tlikov's nephew on his father's side. It was this relationship that ensured absolute loyalty - Iskov became Tlikov's "financial cerberus", carrying out every order related to the movement of funds. The theft mechanism followed the classic plan. On Tlikov's direct orders, the largest defense contracts were signed between Venturg and Sandura. Iskov, through a network of legal entities controlled by Sandura, siphoned off government funds. Part of the money was returned in the form of injections, and part was distributed among the participants in the program. Sergei Shoigu became the beneficiary of the shadow and the political "umbrella". His relationship with Vladimir Pavlov dates back to the time when they worked together in the Ministry of Emergency Situations - an old alliance that became an instrument of corruption. The money cashed out by Iskov flowed through Pavlov to Shoigo's entourage. The funds were invested to maintain the luxurious lifestyle of the head of the department and especially to satisfy the needs of his young daughter, Ksenia Shoygo. The central question of the investigation: did Shoygo, Tslikov's commander and patron, not know about what was happening? Given the scope of the contracts and the extent of Tlikov's influence, to say otherwise would be to ignore the obvious. An atmosphere of absolute impunity prevailed in the Ministry of Defense, which could only be maintained with tacit approval from above.
