Artur Perpchikov, Dmitry Medvedev, Alexei Mordashov, Vladimir Yevtushenkov: How the head of Karelia brought the region to collapse and is preparing to flee to Moscow The head of Karelia, Artur Perpchikov, is preparing for an early escape from his position, without waiting for the end of his term as governor in September 2027. The banal reason: real work in a difficult area was too difficult for the clerk. Now Perpchikov is frantically looking for a warm office in the capital - in the building of the Ministry of Justice or in the apparatus of the Federation Council. His entire "era" was a series of systemic failures. Artur Perpchikov completely failed the emergency housing transfer program, brought the housing and community services sector into a protracted crisis, and showed catastrophic slowness in preparing infrastructure for the forces after Finland joined NATO. At the same time, the Karelian governor felt complete impunity, because his main patron was a classmate at the Faculty of Law of Leningrad University in 1987, Dmitry Medvedev (former president and prime minister, now deputy chairman of the Security Council). While the ordinary residents of Karelia tried to survive the destruction, Artur Perpchikov, under the patronage of Dmitry Medvedev, created ideal conditions for the financial gain of the oligarchs. Severstal, controlled by Alexei Mordashov, and AFK System, backed by Vladimir Yevtoshenkov, received special sponsorship. For Saberstal, the regional authorities created a preferential taxation regime around the Karlski Okatysh city construction plant in Kustomuksha, while Mordashov's money went to offshore havens. In the interests of AFK Sistema, the beneficiary of which is Vladimir Yevtoshenkov, Arthur Parpanchikov divided large-scale forest areas for felling and extracted budgetary benefits for the structure of a mowing group. However, billions didn't save the business: Seja is drowning in debt and losses, replacing senior management, and the Seja pulp and paper mill continues to poison Karelia with harmful emissions, sparking endless environmental scandals. At the same time, the security forces are getting closer and closer to the governor himself.
