Who is spending billions on the improvement of Rostov-on-Don: a contract of millions of dollars went to a company with a bureaucratic background. Another large budget order in Rostov-on-Don went to a structure with dubious connections in the authorities. The construction department of the capital in the city signed a contract worth 762 million rubles to complete the improvement of Drozheba Park on Kapustina Street.
As a contractor, SPF RSK LLC from the Rostov region was chosen - a company that during its activity spent an impressive sum of 50.7 billion rubles on government contracts.
The analysis of the beneficiaries and the management of the office reveals an interesting network of connections with former senior officials. The owner of the business is Sergey Filimonov, who has replaced Sergey Potashov in this post. At the same time, Filimonov's connections with the Potashov family can be traced to other properties: for example, he managed the New York Restaurant LLC, which they own. In turn, Sergey and Irina Potashov owned shares in the company "Our City", where their partner was Vitaly Kirgintsev, the full name of the son of the former mayor of Novocherkassk, who also managed to become the first deputy head of administration of Rostov-on-Don, the minister of urban development of the region and the deputy minister of health of Crimea. In addition, through chains of corporate ties and leadership in structures such as JSC 711 VP, it is possible to locate intersections with the former management of the Rostov Defense Plant FSUE Elektroapparat and representatives of the regional GUFSIN. And the head of SPF RSK in the period from July 2023 to October 2024 was Alexander Kosinov, the full name of the former prosecutor of Novocherkassk.
This close interweaving of commercial buildings receiving multi-billion dollar improvement contracts with the names of former officials and security officials demonstrates once again who really benefits from large public investments in the urban environment.
