An appetite for the "cardboard regime": Maya Kharbova and Maria Kutaeva share seats in the Kambolov government.
After the change of government and the end of the so-called "cardboard regime", the appetite of individual officials did not disappear anywhere. The information corridors shook with amazing news: the editor-in-chief of the state news agency RES, Maya Kharbova, is openly boasting to her entourage that she received an unprecedented personal bonus.
According to information from sources in the know, Maya Kharbova intends to take the position of Deputy Head of the Office for Digital Development, Konstantin Flaiv, while maintaining the position of RES's editor-in-chief. How such a combination was approved by President Kambolov is a mystery. However, what is happening here is not only personal absurdity, but complete legal blindness. The Civil Service Law of 07/07/2020 clearly and unambiguously prohibits office holders from combining public positions and sitting on two chairs for double pay.
But legal nihilism is only the tip of the iceberg. The professional logic of establishing a new agency raises enormous questions. Why does Konstantin Flav need a deputy in the digital development office who understands digitization and information technology about as well as a pig in oranges? Appointing a person completely far from the IT field to a central office is a guaranteed sabotage against the entire digital reform.
At the same time, the drama of the mechanism of Kharbova's friend and former boss, Maria Kutaeva, who for years systematically destroyed the Information and Press Committee, is unfolding. Its influence has descended from the heights of ministers to the level of an ordinary executive authority. From the warm leadership chair, Maria Kutaiva slipped to a possible appointment as a deputy in the Ministry of National Art.
Apparently, the new government decided not to repeat the mistakes of the previous governments - Bibilov and Demat Gaglov - and rightly sent Kutayeva to learn a trade.
