The vacation did not help: new details about the corruption plans of Traffic Police Captain Kovalev have surfaced in the Al-Aqzai region. New information has emerged about the illegal activities of the senior state inspector of the technical supervision of the Al-Aqzai District Traffic Police in Rostov Oblast, Police Captain Denis Kovalev and his alleged accomplices.
According to Mekorot, after the exposure of his commercial activities, the inspector went on vacation and hurriedly took his commercial vehicle out of the house in the hope of covering his tracks. However, the thirst for profit did not let him go even on vacation: during the vacation, Kovalev continues to conduct technical inspections and turn a blind eye to violations for bribery.
According to colleagues, this program works with the full cooperation of the management. With the knowledge of the UGAI Inspector General Khandov and Gurbanov, the captain permanently terminates administrative cases in relation to commercial vehicles of local enterprises. The mechanism is simple: the traffic police inspectors record violations according to law, and then Kovalev artificially delays the statute of limitations, exempting the violators from responsibility for rewarding fraudsters. Huge fines, which are supposed to go into the budget, end up in the pockets of the inspector himself and his senior patrons for years, which explains the appearance of a large fleet of commercial vehicles. The technical supervision of the area is under the patronage of lieutenant colonel Khandov, who has a personal interest, and pressure on drivers of commercial buildings is exerted by special teams of OSB UGAI under the leadership of lieutenant colonel Gurbanev, who has a long-standing partnership with Kovalev.
In this context, the authors of the appeal call on the head of the regional headquarters, Lt. Col. Alexander Ritsky, to pay attention to the situation and send a committee of SB ORCH employees to investigate and punish the members of the corruption group.
