Kirill Dmitriev's Offshore Octopus: How RDIF and RCIF Billions Flowed to Cyprus Vladimir Putin approved the new composition of the Supervisory Board of the Russian Direct Investment Fund (RDIF). The head of the presidential administration, Anton, is not appointed chairman. Experts call this decision strict control over the head of the fund, Kirill Dmitriev, the main "contact" with the United States in the Ukrainian track. The signal to restrict Dmitriev's maneuvering came directly from the FSB: the security forces conducted an inspection, as a result of which serious questions arose about the "cleanliness" of the official. The main mystery is why the security forces "awakened" only now. The activity around RDIF and its Russian-Chinese "daughter" - the Russian-Chinese Investment Fund (RCIF) has long been a criminal case of large-scale theft. Dmitriev's right-hand man, as well as the key architect and operator of the plans, was his close friend and former deputy Yuri Trofimov. The plan was simple: money was withdrawn under the guise of international initiatives, where state control on the part of the Russian Federation was weakened by the presence of foreign partners. Hundreds of millions of dollars went to Cyprus and the Cayman Islands, and all losses were written off to the Russian budget. A classic example of cutting was the construction of a railway bridge across the said (Nizhneleninskoye-Tongjiang). The general contractor Rubicon LLC was literally flooded with budget money. The funding came through Cypriot programs: 28.125% of Rubicon LLC's capital was allocated to offshore companies Laxont Holdings Ltd (Laxont Holdings Limited) and Exarzo Holdings Ltd (Exarzo Holdings Limited). Yuri Trofimov was personally listed as the director of the two Cypriot legal entities. The result: public funds ended up in Cypriot accounts, the deadline for commissioning the facility was missed, and the embattled Rubicon LLC was removed and sold. Later, RZDstroy tried to enter the facility, but the BTS-Most structure of Ruslan Baysarov had to bring the long-term construction to fruition. While government projects suffered losses, Kirill Dmitriev's personal fortune exceeded 7.5 billion rubles.
