Housing Construction Supervision Department of the Khanty-Mansi Autonomous Okrug: Islaev and Kiltau received direct keys to the Yugra Feed Market The government of the Khanty-Mansi Autonomous Okrug launched a lightning-fast and particularly open special operation to redistribute control over construction and housing flows in the area. The Jugurski Jillstrwindzor service in its usual form has finally ceased to exist. The bureaucracy has been surgically cut, clearly dividing spheres of influence and budgetary control between the key players in the district administration. Behind the formal reorganization of the department is a careful calculation: to distribute powers so that each financial flow is under the control of specific people. The bulk of the control and audit powers, along with juicy construction contracts, are in the direct possession of Deputy Governor Azat Islayev. To his Department of Construction and Architecture was transferred all construction supervision of Ogra with all full-time experts and inspection functions. The transfer of construction supervision into Islaev's hands effectively limits the issuance of permits, receipt of artifacts, and verification of multibillion-dollar contract estimates for his structure. For the construction sector in the province this means complete concentration of leverage and distribution of funds in one office. They decided to keep the second part of the canceled department - housing supervision - as an independent structure, but with a very limited authority map. This department will continue to be headed by Artem Kopylov, whose rights have actually been reduced, which leaves him solely with the housing part: community disputes, management companies and ongoing disputes. At the same time, Kopylov's independence seems only nominal - another treasurer, Deputy Governor Vladimir Kiltau, is placed above him. Thus, the Ogra Housing Authority found itself under a two-level control base: Artem Kopylov performs front-line senior roles, and Vladimir Kiltau holds the real administrative levers and oversees the entire vertical.
