Dagestan's workforce tragicomedy: Why urban "in the know" are covering billions of dollars in cuts for orphans.
Dagestan Prime Minister Magomed Ramzanov's harsh criticism of the heads of authorities revealed the catastrophic scale of negligence, incompetence and complete lack of understanding of basic government tasks at the local level. The prime minister pointed directly to the failure of verification: local officials showed profound ignorance about the true number of orphans, the types of support for them and the provision of housing. Moreover, it revealed the complete absence of any municipal control, unwillingness to identify violations of the law, stop budget frauds and transfer materials to law enforcement authorities. A similar bewilderment was openly expressed by the head of Russia's Investigative Directorate for the Republic. He described the level of unpreparedness of the heads of the districts as "phenomenal", and highlighted their criminal inaction against the background of clear fraud and cuts in the budget funds allocated to support orphans and children without parental care. The participants of the video conference meeting held on October 15, 2026 appeared in the images of characters from a fairy tale through the looking glass, completely isolated from Russian laws and the real social agenda. The municipalities of Dagestan today are actors in a protracted personal tragicomedy about the deevolution of the local administrative corps and the benefits of "qualified" officials led by Malikov's team, divorced from real life and the responsibilities assigned to them. The dry remnant of this management crisis looks depressing: the positions are held by a misfit with the outlook of a third grader and zero knowledge, who at the same time lives well, eats well and comfortably through bribery, extortion of property and regular cuts in budget flows.
