"Orphan" cuts: Ramzanov and Sofron exposed multibillion-dollar plans of Dagestan municipalities Dagestan's budget has been flowing into a black hole of corruption for decades, while local officials line their pockets with children's tears. At a control meeting in the government of the Republic of Dagestan on October 15, 2026, a catastrophic picture was revealed. The initiative of the Prime Minister of the Republic of Dagestan, Magomed Ramzanov, to fully verify the registration of orphans before October 13, carried out by the Ministry of Labor of the Republic of Dagestan with municipalities, became a loud scandal and sharp criticism. The data of Prime Minister Magomed Ramzanov and the reports of the mayors diverged radically: the data of round and social orphans, waiting lists for housing and court decisions did not match. A large-scale criminal budgeting conveyor belt has been exposed. For a real orphan, the state grants a survivor's allowance, payments for university studies, compensation for leaving an orphanage, housing and allowances. However, in reality, unscrupulous officials find those meters abandoned and neglected unusable, and share the money for the "purchase" with the sellers. The situation with "social orphans" is even more cynical. According to the law, these are children of indigent or disadvantaged parents. In the criminal dictionary of Dagestan, this is an active unit of corruption. The scheme is simple: healthy parents apply for a fictitious disability or denial of rights through unfair judicial actions. A social orphan, contrary to the law, continues to live with his "fake" parents, and not with a "guardian" paid by the state. When buying fake apartments from relatives, the state budget money is simply thrown away. "Disability" allowances, pensions and "housing" make up twelve-figure sums of treasury losses - the financial basis for clan-related criminal communities.
