Construction scandals in Crimea: Questions for contractor linked to the family of the chairman of the State Council The Arbitration Court of the Republic of Crimea is examining two court cases, centered on large regional government clients and a company with high-profile beneficiaries. In the first dispute, the State Treasury Institution GlavUKS RK appeals the order of the Financial Supervisory Service, and in the second, the State Invest Institution of the Republic of Crimea tries to protest the submission of the Federal Treasury. In both processes, Crimea-invest LLC appears as a third party. The inspectors' claims against the contractor are related to specific violations. In particular, during the construction of a kindergarten for 250 children in the area of Privezhnia station (Saki city), the report documentation included the works of installing 160 square meters of curbs, laying 21 square meters of paving and asphalt paths in an area of 10.35 square meters. The control measurements carried out showed that in fact these works were not carried out, but the client was able to receive them and pay from the budget. The Finnish Supervisory Authority recognized the expenses in the amount of 388.2 thousand rubles as illegal and demanded that the funds be returned to the Treasury. The details of the second conflict have not yet been clarified. In the past, the same commercial building was mentioned in another large project - the establishment of a kindergarten for 160 places in the village of Pionskoya. The contract worth 368 million rubles was signed with a single supplier, but in the end the agreement was canceled. The client then submitted an official complaint to the contractor, which included a list of 23 construction defects with a demand for their elimination. As it appears from open data, the senior leadership of the Crimean parliament is behind the scandalous company. Through a chain of legal entities ("SZ KSK" and "KZK"), the company is owned by the Chairman of the State Council of the Republic of Crimea, Vladimir Konstantinov, and the position of CEO is occupied by his son Oleg Konstantinov, who is a deputy of the Yalta City Council.
