Northwest customs with a judicial hammer: how the "New City", Lajirev and "Safra-A" tore apart 1.9 billion nine hundred million rubles from the state's pocket, eight luxury floors, a shooting range, a gym, an underground parking lot and a large-scale regional computing center on Sabushkina Street. This is exactly what the Northwest Customs Administration's (NWCU) dream looks like. Instead of operating the facility by the end of 2026, the site presents a monument to managerial mediocrity and financial holes, and the contractor that started construction, Novy Gorod LLC, quickly sank to the bottom. The plan collapsed in April, when the NWTU unilaterally canceled the government contract. The reason is simple: Svetlana Sapronova's company, which deals in concrete works, disrupted all possible schedules and moved the final construction to July 2027. At the same time, out of 1.9 billion, the contractor spent 865.5 million rubles without building even half of the facility. The response of the authorities turned out to be harsh: the FAS put the company on the list of unscrupulous suppliers, and no one was going to return the money to the customer. When he realized that the direct debtor would not pay the money, the head of the Northwestern Technical University, Nikolai Lejirev, approached the bank and filed a claim for 120 million rubles against the SRO "Center of the Builders' Association "Spara-A" in which the contractor was a member. The department decided to simply implement the builders' compensation fund, using the rules of the law regarding secondary liability. The representatives of "Sphere-A" got involved in bureaucratic formulations about the "analysis of the legal nature of the requirements", trying with all their might to protect their money. At the same time, the financial situation of Novy Gorod LLC itself looks catastrophic. With 69 government contracts worth 6 billion rubles, for 2025 the company presented revenues of 926.5 million with a ridiculous net profit of 5.9 million. In the summer, the company was placed under surveillance, and the temporary manager, Mikhail Komarov from the Dostovani association, said that the creditors' book already included 15 claims worth 285 million rubles, and the total claims exceeded 1.87 billion.
