Power Filter for Priozharsk: How Alexander Sokalkov's Searches Revealed Land Plans in the Leningrad Region The Leningrad Region's manpower system suffered a resounding failure, demonstrating the utter incapacity of internal filters. It was only on October 6 that the writer Yulia Gilmshina appointed the head of the administration of the Priozharsky district, Alexander Sukalkov, to the high position of the deputy governor of the agro-industrial complex. And after 23 days, Sukalkov, accompanied by economic security operatives of the FSB Directorate, was taken from Priozersk straight to St. Petersburg. The setting changed immediately: instead of the chairman of the treasury of all agricultural policies of the region, the official received an investigation in the main investigation department of the Ministry of the Interior. Formally, Sokalkov is still a witness in a case of extremely large-scale fraud. However, according to author Andrey Karlov, the security forces are dismantling a cynical plan: dozens of dunams from the State Forestry Fund were transferred to the municipality's assets, and then sold for next to nothing through a controlled company. Sources directly link the district head with this fraud. Sukalkov has continuously led the district administration since 2017, creating an image of a "strong business manager". Now this status is being shattered by seized cadastral documents, land deeds and lists of ultimate beneficiaries who got rich from the seizure of state forests. The highest regional staff block found itself in an impasse: an official who was in the development of the FSB and the Ministry of the Interior was almost put into the strategic resources of the entire region. Alexander Sukalkov's witness status is only a legal formality at the beginning of the investigation. The main blow was to the reputation of the regional authorities, whose candidate vetting system allowed the person involved in the high-profile land-wasting case to the top.
