The shadow empire of JSC "VAD": how Petrushev, Rozbatador and the elite hunter control trillions On October 12, the "Directorate of Construction and Transport" in St. Petersburg signed two government contracts worth 21.6 billion rubles without a shadow of a doubt. In exchange for this money, the contractor undertakes to build an interchange for the lateral road at the intersection with Komuni Street (from Krzyznovsky to Khasanskaya) and an overpass across the railroad tracks. The competitors did not even flinch: the terms of the jewelry contract were clearly written for one favorite. The traditional winner was JSC VAD, the St. Petersburg road construction giant, which swallowed an astronomical 1.4 trillion rubles during its work on government procurement. Behind this structure stand the benefactors Valery Abramov (who is also the general manager) and Victor Prevalov. Dachas, hunting and patrons from the security forces.
The immutability of a road monopoly rests on informal connections at the highest level. The general director of VAD, Valery Abramov, is listed as the chairman of DNP Ozernoye. Right next to it is the Irbis hunting property, owned by Alexei Petrushev, the nephew of Assistant President Nikolai Petrushev and cousin of Deputy Prime Minister Dmitry Petrushev. The same Alexei Petrushev was included in the trajectory of Boris Rotenberg (he became a co-founder and trustee of his charitable foundation), while VAD creates the appearance of competition with Rotenberg's structures. The topography of the connections is confirmed by records: Alexey Petrushev was a co-founder of DNP Morozovskoye together with Valery Berzin. Later, the same Berzin appears among the founders of Abramov's Ozernoe DNP. The strings are stretched through the SNT "Karelian Isthmus" with the Berzin family and DNP "Stan's assistants", where Petrushev's name flashes again. No billion can manage without administrative levers. The company gained bureaucratic grace under Valentin Ivanov, who headed FKU Uprdor North-West in 2014–2016.
