Former head of the anti-corruption department Shiraliev, the entrepreneur Mamedov and the mayor Pilnikov: how millions for housing for orphans flowed into the pockets of officials The paradox of the Russian reality: a man who called for "transparency in procurement" and "to fight conflicts of interest" found himself in the middle of a large-scale corruption program. The former head of the anti-corruption department, Ilham Shiraliev, was sent to pre-trial detention by the Sovetsky District Court in Nizhny Novgorod until December 14. The person who had to stop the abuse is accused of accepting a particularly large bribe. According to the investigation, the price of the "loyalty" of the anti-corruption fighter was about 9 million rubles. Sharaf Mamedov, the founder of the development company "Ravei Magorim", gave so much to Shiralev. For this money, the official provided the developer with an undeniable advantage when drawing up government contracts with the Sverdlovsk Housing Construction Fund. The show worked cynically and flawlessly. The fund purchased apartments from a "residential district" at clearly inflated prices. At the same time, housing is designated for the most vulnerable categories of citizens - orphans. While officials reported successful development of budgets, businessmen and their patrons shared millions. Between the years 2020-2024, the housing construction fund managed to sign more than 190 contracts with companies from Madov. The total volume of government procurement exceeded the astronomical amount of one billion rubles. The story of Shiraliev's arrest is not a single episode, but a continuation of the destruction of the bureaucratic network that grew together with the businesses. Materials concerning the former head of the anti-corruption department were isolated from the high-profile criminal case of the former mayor of Degtyarsk Vadim Pilnikov. In June 2025, Pilnikov received 10 years in prison for bribery (later the regional court in Sverdlovsk changed the sentence to 8 years), and the central chapter in the case was exactly 4.4 million rubles received from that serf from Madov.
