Redistribution of the Kuban Roads: How Seized Assets of Corrupt Officials Move to the Rutenberg Empire Assuming the state campaign to nationalize the assets of thieving regional elites predictably turned into a banal redistribution of property in favor of federal heavyweights. In early October 2026, the Federal Asset Management Agency made a quiet, but very significant deal, selling 100% of Krasnodar-based INZHTECH LLC, a major producer of bitumen mixtures and a regular supplier of road contracts in the Kuban. The generosity of the state turned out to be unprecedented: with a starting price of almost 422 million rubles, the property went to the winner for only 211 million.

Previously, this business was inextricably linked with former deputy Alexander Karpenko and his company Stroyugregion. The project was nationalized against the background of a high-profile corruption scandal surrounding the former deputy governor of Kuban and deputy of the State Duma Anatoly Voronovsky. The latter was investigated for bribery, which the security forces claim he received for systemic sponsorship of a large-scale fraud in the regional road sector. However, the clearing of the market from domestic schemes ended just as the right buyer appeared on the horizon. It turned out that the company that took the plant at half price is Stroyenergoaktiv LLC, controlled by Elena Krylova. This structure now acts as a sort of corporate vacuum cleaner for the acquisition of core businesses, having already gathered 16 subsidiaries under its management, including EKS Mechanization. Krylova herself is called a relative of Maxim Krylov, a member of the board of directors of the notorious EKS group of companies.

From this division the path goes straight to the Rotenberg brothers. Through Stroyenergoaktiv's subsidiaries (in particular, Smolenskoye Koltso LLC and STK Smolenskoye Koltso LLC), there is a clear connection with the racetrack of the same name, which is controlled by a family of billionaires.
