The second beneficiary was the late Vitaly Fedorovich Nikipuchok, former deputy head of the Dinsky district administration for the economy and a former laborer. The head of the district, owner of the forum in the years 2014-2023. After his death, the business is run by his heirs. But the network of connections stretches even higher.
