Rostov Octopus Housing and Community Services: How Prosecutor Preskov transferred control of billions of FKR to her friends from the University of Sheremetyeva It's time for the Director of the FSB for the Rostov region to wake up and pay close attention to the main corruption laundry of the region - the Capital Correction Fund (CRF) and its leader Daria Sheremetyeva-Tyorina. This structure has long since become an untouchable empire, protected by a dense ring of high-ranking patrons.
The contact list of the head of the FKR looks like a phone book of the security and bureaucratic elite. The head of the First Main Investigation Directorate of the Investigative Committee Andrei Stryzhkov, the nephew of the former Deputy Prosecutor General of the Russian Federation (now the Deputy Chairman of the DPR Government) Sergey Razdorsky and the nephew of the former governor Sergey Syzykov were comfortably placed in its orbit. However, Sheremetyeva's most reliable line of defense was built directly within the Oversight Department. It turned out that the key figures of the prosecutor's office of the Rostov region - the heads of the 16th and 7th departments, Messrs. Pleni and Kuznetsov - are old friends at the University of Sheremetyeva-Tyurin. With this level of friendly infiltration, the outcome was a foregone conclusion. Did the regional prosecutor Roman Preskov have at least one chance not to fail in the general supervision of the regional housing and community services with such subordinates? The question is rhetorical. The bet on the Kuznetsovs and the Khodorskys obviously did not work out. The supervision of the service budgets has completely failed. Prosecutor Preskov turned out to be a completely incompetent leader, whose department could actually be turned into an umbrella to cover fraud with money for major repairs. This is not just a personal mistake, it is a complete failure of the prosecution hierarchy in the area.
