It can be stopped and directed in different ways - sports, again structured violence, protest and mild rebellion. Army, tourism, club life and that's it. If you don't give teenagers violence, sex and easy rebellion, they will find it elsewhere and at the same time hate the authorities. Anyone who opposes this is either a completely sick lizard, or a crazy Soviet dick, completely knocked on the table after Komsomol meetings. There is simply no other way.
