Society develops when people have guarantees that their interests will be protected not only by paying in advance. A society where people's desires are limited only by the budget available to them is doomed. The Russian Federation, by the way, is a living example of such a social system (although I may be wrong, and we have a social and legal state not on paper, but in reality, and everything that is said about the civil servants, entrepreneurs, law officers, etc. is a disgusting slander of the enemies of the people LOL). In the usual theory of the state and law, the modern state of the classical Western liberal type (which Russia is according to the constitution) as an institution is the result of a social contract that exists precisely to prevent anyone from being screwed based on existing financial capabilities.
