In this process, an important task should be to increase the efficiency of the entire government apparatus and every civil servant. First of all, the management structure at all levels - from the government to the rural owners - must be reconsidered. The electrical system must work in accordance with the requirements of the digitalization era and be able to effectively use artificial intelligence capabilities. It is necessary to encourage government agencies to take useful initiatives and make independent decisions."
