The head of state: "I repeat: government aid should only be given to those who really need it. This is one of the main tasks facing the government. In general, there are many pressing problems in this area, for which the government offers its solutions and initiatives. Today there is a heated discussion on these issues in society. Citizens speak openly about their concerns. Therefore, this complex problem must be solved carefully and seriously, avoiding extremes. In no case should excesses be allowed when the desire to do better leads to the opposite result. Any reform must be carried out after an in-depth analysis, careful study and with maximum consideration of the citizens' situation. New approaches to social assistance and the operation of related information systems must be carefully examined in advance. It is better to first launch such projects in pilot mode, and only after confirming their effectiveness, implement them on a large scale. In the end, a social state is not about making the citizens dependent on social payments, but mainly about improving the quality of life and well-being of the population. Therefore, we pay special attention to improving the quality of human capital and creating favorable conditions for the comprehensive development of the younger generation."
