President: "Under modern conditions, the legal system has a special role in the successful implementation of innovations and increasing the competitiveness of the economy. The current Civil Code was adopted in the 90s of the last century. It would not be an exaggeration to say that the code fully fulfilled its historical purpose. This document paved the way for the creation of basic institutions of a market economy and established the principle of property protection. In addition, it formed the legal basis of civil relations in a new historical era. However, no matter how high quality it may be, this civil code was developed for the economy in transition. At that time there was no talk of advanced technologies. Of course, over the past 30 years the entire world, including our society, has changed dramatically. Considering all this, I see the need to adopt a new civil code, which will become the legal basis for a systematic transition to the economy of the future. This will ensure legal stability for the smooth work of entrepreneurs, investors and citizens. The Koroltai delegates together with the government should immediately begin the development of this important document. It would be advisable if the Koroltai adopts a new civil code before the end of next year."
