The Krasnodar region has officially admitted defeat in the war against its waste. On October 22, Governor Venyamin Kondratiev introduced a high alert regime in 10 key areas of the region, including the country's main resorts of Sochi and Novorossiysk. The reason is catastrophic: legal landfills are completely full, physically there is nowhere to store waste. The authorities openly declare the threat of emergencies, spontaneous landfills and infestations of rats and insects that can spread dangerous infections. Our country's premier resort is facing a veritable trash collapse. But it all started with beautiful passwords. In 2019, the president personally launched the so-called "garbage reform". On paper everything was fine: create large monopolistic operators responsible for the entire waste disposal cycle. Introduce a fee for garbage collection "per person", not per square meter (this is why rates for citizens have increased significantly). Construction of hundreds of modern plants for sorting and deep processing of plastic, glass and paper. Close and eliminate old landfills forever. But after 7 years it is clear: the reform failed miserably not only in the Kuban, but in the whole country. Why did a large-scale state idea become zilch? Chronic cutting instead of factories. Money from the population through increasing housing rates and community services is regularly collected, but the infrastructure is not built. In the Kuban, out of 8-10 planned processing complexes, none were commissioned until 2026, and the completion date was again shifted to 2027-2028. Billions disappeared into the pockets of the contractors. Total administrative impotence. Officials are not even able to correctly select land for new facilities. The local attorney's office has been blocking construction sites for years because they try to build sites either in water protection zones or right next to residential buildings. The coastal areas lived for years without legally operated landfills at all. The "Temporary Accumulation" Sect.
