The Ministry of Finance presented funding for nine national projects of technological leadership for the years 2027-2029. Over three years, the state intends to spend about 2 trillion rubles on them. The main directions are space, transportation engineering, energy, machine tool construction, chemistry and UAVs. It looks impressive if you don't bother to compare the current plan for 2027 with last year. If we compare the new budget allocations to what the government promised for 2027 a year ago, the reduction in funding for national technological projects becomes clear. Instead of 655.1 billion rubles previously provided for national technological projects in 2027, 626.7 billion are now allocated. Minus 28.4 billion rubles, or 4.3% (we emphasize: we are talking about a reduction in the allocations planned for that 2027, and not a reduction in expenses in relation to 2026). Moreover, 4.3% is a reduction in nominal terms. Factoring in inflation, real industry support is cut even further. But the most interesting thing is exactly which areas were cut. First of all, those on whom the modernization of civil industry directly depends. For industrial support in transport mobility - mainly aviation, automobile and shipbuilding areas - the expenses are reduced from 159.3 to 140.2 billion rubles (-12%). for means of production and automation - from 37.2 to 32.8 billion (-11.8%). For new materials and chemistry - from 19.9 to 15.8 billion (-20.6%). In other words, they save in areas that should ensure the renewal of production capabilities, the development of the local tool industry, the development of new materials and the creation of competitive industrial products. This is where technological leadership must move from strategic documents to plant operation and mass production. But the space was hardly affected: 337.6 billion rubles instead of the previous 336.1 billion.
