There are no planes, but they have already been collected." The Ministry of Industry and Trade is preparing another way to finance the local aviation industry, at the expense of the passengers. From 2027, it is recommended to include an additional payment in the price of air tickets: 500 rubles for domestic flights and 1000 rubles for international ones. The money can be used to compensate for downsizing and operating expenses for 258 Russian MS-21, SJ-100, Tu-214 and Il-114-300 aircraft, supplies of which are provided by the state program. The special beauty of the initiative is that serial shipments of a dedicated airline have not yet begun. MS-21 and SJ-100 certification is currently scheduled for 2027. The schedule of the programs has been repeatedly updated, and hundreds of promised new aircraft still exist mostly in production programs. But this does not prevent the Ministry of Industry and Trade from taking care of their financial well-being in advance. At the same time, in the budget proposal for 2027-2028, subsidies under the state program "Development of the aviation industry" were reduced by about 20% compared to previous programs. But for 2027-2029, an additional 220 billion rubles were allocated to compensate for the difference between the cost of the aircraft and their sale price. Now to budget mechanisms it is proposed to add a passenger fee. It turns out to be a wonderful pattern. The government has been funding aircraft development for years. Enterprises of the aviation, a significant part of which is part of Rostec, repeatedly rejected the terms of certification and delivery. When it becomes clear that operating new cars will require additional money, passengers ask for help. The salary is offered to all, including those who will continue to fly Boeing and Airbus, as a domestic airline goes into mass production. Of course, the new payment will not solve the problems of production cooperation, cost, certification and after-sales service.
