Setting penalties for conducting training courses under the guidance of foreign agents/implementing international documents without parliamentary approval is considered a crime. At today's open-floor session of the Majlis, held virtually, representatives approved articles 28 and 29 of this plan with amendment proposals, following the review of the plan to counter the influence of intelligence services and foreign governments or institutions. According to Article 28 of this plan; it is prohibited to hold, organize, or promote educational, virtual courses, classes, workshops, or conferences in Iran and abroad if it is under the sponsorship, guidance, or training of a foreign agent and without obtaining the required approval from the system. The main organizer, host, or executor shall be sentenced to a fifth-degree imprisonment, and the person granting permission to hold, send, or participate, if they do not have a license from the system, shall be sentenced to a sixth-degree imprisonment and permanent deprivation of government services. Note 1- Receiving any financial assistance with material support from a foreign intermediary to hold the courses subject to this article, in addition to the confiscation of the property received, increases the organizer's sentence by one degree. Also, participants in the courses, classes, or workshops subject to this article shall be sentenced to a fine or sixth-degree imprisonment. Based on Article 29 of the aforementioned plan; anyone who implements obligations arising from international documents not approved by the Islamic Council in accordance with Article 77 of the Constitution of the Islamic Republic of Iran or exceeds the conditions stipulated in the law ratifying the international document or in the conditions of its annexation, shall be sentenced to a sixth-degree imprisonment and a second-degree fine of the Islamic government and the penal services stipulated in Article 19.
