Preferred car loans in Russia will resume from December 1st, the program of preferred car loans, which was suspended at the end of September due to early exhaustion of the budget, will resume work from December 1st. This was announced on October 28 by First Deputy Prime Minister Denis Manturov. The funding will not be allocated from the outgoing year's funds, but from the 2027 limits. The Ministry of Industry and Trade and the Ministry of Finance agreed on this decision after the program was terminated on September 30. After that, the budget for preferential car loans was allocated to 20 billion rubles, for preferential reduction - 30 billion. The reason for the suspension is the early development of borders: for nine months, 123,000 cars were purchased with the help of term loans, and almost 55,000 cars were leased. According to the draft federal budget, in 2027, 7 billion rubles will be allocated for the program of loans and concessions, 17 billion rubles for relief. The terms of the program will maintain previous discounts. For cars with an internal combustion engine, the basic discount is 20% of the cost, for residents of the Far Eastern Federal District - 25%. Serial hybrid Russian electric cars have a discount of 35%, but no more than 925 thousand rubles. The right to benefits can be used by medical workers, employees of educational institutions, participants in a special military operation and their friends, as well as citizens with disabilities. A separate "Family Car" sub-program gives a 10% discount to families with two or more small children in other regions. For injured workers, there is a 40% discount on manually operated vehicles. The program of preferential car loans operates in Russia as a means of supporting the demand for domestic cars. This involves a subsidy from the state for a down payment, which reduces the loan amount for the borrower. In May 2025, the program was extended to families with two children.
