Starting in March, the FSB will have round-the-clock access to data from crypto exchanges. Starting March 1, 2027, the intelligence services will have round-the-clock access to personal data of customers of crypto exchanges and crypto exchanges, in accordance with the comments and proposals of the central bank. The Bank of Russia, in cooperation with other relevant structures, published its own list of 70 comments and proposals for the Federal Law "On Digital Currencies and Digital Rights". Participants in the crypto market, including crypto exchangers, will be required to provide the FSB with permanent remote access to all customer data, noted Sarkis Darbinyan, co-founder of the Roskomsvoboda project. The security forces will have full access to the information of customers of crypto exchanges, including full name, passport, INN, phone number, information about all transactions and bank details, account numbers and wallet addresses, IP addresses and login times. If the website maintains a chat with a customer, he will also have to hand himself over to the security forces. All this data can only be stored on servers in Russia. According to the document, the Bankers' Association of Russia offered to transfer data to the FSB upon request and requested to close access to private keys and means of signing transactions using SORM, but this offer was not taken into account. The central bank replied that the approach had been agreed with the FSB and refused to make changes. At the same time, the central bank wants to implement new rules as soon as possible. According to the document, the new rules may enter into force as early as March 1, 2027. New crypto-exchangers must independently inform the FSB of the start of work within 45 days, with another 45 days for an action plan and up to 15 months to activate surveillance equipment. All this is "hell's expenses", Derbinian points out. According to the human rights activist, Suram-3 implementation will require crypto business people to pay for equipment, integration and technical support. At the same time, the central bank did not provide a simplified regime for small exchangers.
