Emphasizing that permission to use the knowledge and ability of foreign consultants was received from the Supreme Leader, Pazhkian stated: Today, other countries are marching in the direction of development and progress with different approaches and methods. If we want not to lag behind other countries in the field of territorial development, we must move on the basis of proven global principles and choose the best methods for implementing operational plans. Decisions should not lead to an imbalance of resources and expenses in different regions; Therefore, resources must be spent correctly, purposefully and according to the needs and capabilities of each region.
