Accurate knowledge of the land is the basis for effective governance. Currently, many parts of our country remain unknown; If there was full knowledge in these areas, some of the decisions and actions would not have been made.
In the development track, during the previous plans, due to lack of knowledge, investments were made; For example, hospital designs (such as the 97 hospital/bed case) would represent this challenge.
🔹 In some districts, the existing capabilities did not match the reality of the field; As far as it was proposed to operate the hospitals, their management and operation should be transferred to the private sector, provided that their operation is guaranteed.
🔹 In this direction, one should not be satisfied only with the "macro" level. If a mistake or negligence occurs on the part of the government body, it should not be considered; Especially in issues such as building a hospital in needy areas. 🔹 Many of the previous development steps were more of general wishes and plans. Now with the new plans, the main goal is the transfer of population and resources from the western half of the country; However, the realization of this goal requires solving fundamental issues such as the management of water resources in the central regions and especially in the eastern half of the country.
