Coding fuel cards at the border; Dealing with smuggling or restrictions on people?

🔹 The implementation of the fuel card coding project began in the four border cities of South Khorasan with the aim of combating fuel smuggling, organizing the distribution of petroleum products and reducing station congestion. The project, in addition to the necessity of monitoring the illegal flow of national funds, poses to the authorities the question of how to ensure access of local residents, villagers and travelers to fuel while limiting smuggling routes?
