The necessity of implementing operational budgeting in the health system.
Mohammad Jafar Gham Pena, Senior Vice President:
🔹 Operational budgeting in the health system with the aim of accurately calculating the cost of services, allocating resources based on performance indicators and increasing financial transparency, should be implemented at different levels of universities of medical sciences and health networks.
🔹 In this context, creating an independent account for health and treatment networks and facilitating direct payment of resources by insurance organizations can help provide timely credits and reduce the financial problems of health care providers.
Based on this proposal, resources related to human resources, family doctors, dialysis centers, medical equipment, consumables and vaccines must be calculated and allocated according to the needs and performance of each network.
🔹 Implementing this mechanism by complying with finance and treasury regulations, in addition to speeding up payments and increasing the responsibility of managers, can be a basis for improving the quality of health services. The goal is to review and implement this model in 64 health networks in the country and ensure their timely access to the resources needed to provide services to people.
