A road map for calculating the price of health must be determined.
Mohammad Jafar Gham Pena, Senior Vice President:
One of the most important proposals for reforming the financial system in the health sector is the development of a specific road map with an emphasis on legal requirements and structural reforms in the financing system. Considering the experience we have had in this area in recent years, especially during the VP of Development's responsibility, it is necessary to deal with this issue more seriously.
One of the basic measures in this direction is calculating the cost of health services and reforming the service pricing system; For example, the total cost of an appendectomy in one of the hospitals in Qom in 2001 was estimated at about 900,000 tomans, while the same service in Tehran cost about 300,000 tomans. This difference showed that factors such as the amount of bed occupancy, ability to provide services and the way resources are used had a significant impact on the total price of services. Therefore, it is necessary to accurately identify these factors and include them in the calculations.
