Zarif: Harazi who was killed did not make any decision without consultation and investigation.

๐Ÿ”น The former foreign minister, Mohammad Javad Zarif, said in the second part of the specialized panel "The role of the slain Harazi in building a foreign policy consensus".

๐Ÿ”น Herg Dr. Harazi was very good at consulting and listening to the opinions of others. One of our problems is that we talk a lot and listen less; But Dr. Harazi was always a good listener and listened to what others said more than he spoke.

For this reason, the policies they adopted were very calculated. Mr. Mustafavi also rightly pointed out that the slain Harazi did not do anything rash; Because before every decision and word he consulted many times and talked with his friends and colleagues.

๐Ÿ”น During the Iran-Iraq war and after its end, when the negotiations were just beginning, a Harazi soldier entered New York. At that time, we followed two paths of negotiation: one path was the negotiations related to Resolution 598, which continued through the Secretary General of the United Nations; the other path was the bilateral negotiations between Iran and Iraq, which were conducted through the permanent representatives of the two countries in Geneva. In this negotiation, our colleague and dear friend, Mr. Syros Nasri, was present on the side of Iran and Barzan Tikriti, the brother of Saddam Hussein, was present on the side of Iraq.

It was very important to us that direct negotiations with Iraq would not diminish the role of the UN. Killing Khorezi also had a special sensitivity to this issue.

I remember that in August 1990, at the same time as Iraq's ground attack on Kuwait, Dr. Harazi and I went to the island of Gatland in Sweden. Mr. Ian Eliasson, the UN Secretary General's special representative for the Iran-Iraq war, went to this island for a vacation. At the insistence of the slain Harazi, we went there to inform the UN officials about the bilateral negotiations and to ensure that the UN would not be left out of the file of the war between Iran and Iraq.

The negotiations continued and the UN played an important role in ending the war, ending the occupation of Iran and freeing Iranian prisoners. An important part of these issues was discussed through bilateral negotiations and reached a conclusion.

๐Ÿ”น Killed Harazi always emphasized in maintaining the role of the UN. One of the cases I had the honor of working closely with him was the implementation of Article 6 of UN Security Council Resolution 598; the issue referred to the difficult negotiations with the UN regarding the recognition of Saddam as responsible for starting the war.

๐Ÿ”น This negotiation had many ups and downs, but Hargo Khorzi followed it with the calmness and coolness of the masters. The direct efforts, cooperation and support of Ayatollah Hashemi Rafsanjani and the positive opinion of the leader of the revolution who was killed, ultimately helped the country achieve an important victory in this field.

The fact was that many people in the world saw Saddam Hussein as the initiator of the aggression against Iran, but the UN did not officially recognize this fact until then. Dealing with this case and achieving a result in it was considered an important achievement for the Islamic Republic of Iran.
