Council of Europe President: The informal diplomatic channel with Russia is still open.

Antonio Costa, President of the Council of Europe, noted that an unofficial diplomatic channel between this body and the Kremlin is still open, and emphasized: Russia knows that whenever it really wants to talk seriously about a ceasefire, protection of civilians and energy facilities, it can enter into negotiations.
