Lavrov: Russia's security doctrine in the Persian Gulf is based on building trust between Iran, Iraq and 6 Arab countries Referring to the background of Russia's plan for regional stability, Lavrov said: Our proposed concept and doctrine called "Security in the Persian Gulf" is clearly aimed at comprehensive cooperation between all the coastal countries of this water area, that is, eight countries including the Islamic Republic of Iran, Iraq and six Arab countries bordering the Gulf Persian We have been working continuously on this central idea not only for the past few months, but over the past decades, and have held many meetings and consultations on how to establish stable stability and security in this geography. Regarding the operational goals of this plan, he added: The ultimate goal of this initiative is to build objective and mutual trust based on the principles agreed upon by the coastal states. Especially in sensitive areas such as security arrangements, military cooperation, strategic information exchange and protection of the security concerns of each government, through the step-by-step implementation of these plans, a foundation of trust must be concretely strengthened. Explaining the multi-level structure of this security plan, the Minister of Foreign Affairs of the Russian Federation stated: Our doctrine suggests that this mechanism should not be limited to the coastal states of the Persian Gulf, but that other actors who can play the role of "facilitating states" to improve the conditions of cooperation should also be present in it. In the model proposed by Moscow, the presence of permanent members of the UN Security Council as well as members of the Organization of Islamic Cooperation (OIC) is expected to support and enable institutions. Regarding other trends of cooperation in the region, Lavrov noted: We also congratulated the Makkah agreement signed between Pakistan, Saudi Arabia and Turkey; Although this initiative is conducted in a different context, but since its foundation and purpose is based on the promotion of peace, cooperation and integration, it is supported by the Russian Federation. In the end he emphasized: We are aware that several other countries have also expressed their desire to join this tripartite agreement; In the meantime, if the Islamic Republic of Iran, after the investigations, recognizes that participation in such a mechanism is in its interests, we will fully accept the independent decision and choice of our Iranian friends.
