In presenting the seven-day plan, Tehran made the reopening of the Strait of Hormuz and the cessation of military and economic pressures a precondition for the start of nuclear negotiations, while Washington wants to obtain nuclear concessions before removing the levers of pressure. The dispute, which is now more than "the amount of concessions", is on which side should make the first move.

From Trump's point of view, accepting Iran's offer could create the image that America was forced to make economic concessions to reopen the Strait of Hormuz after spending military funds and imposing a blockade. On the contrary, he needs an agreement that he can introduce not new versions of the nuclear agreement (Berjam), but a stricter agreement: an agreement in which Iran first accepts measurable nuclear restrictions and then benefits from the reduction of sanctions.
