Why does the opposition call the framework of the Lebanon agreement "betrayal" and the Islamabad memorandum "victory"?

In the last three months, South Lebanon faced two parallel frameworks for the end of the war; On the one hand, the Islamic Republic of Iran tried to include Lebanon as one of the main points of understanding for the immediate and permanent end of the war in the Islamabad memorandum in negotiations with the United States, and on the other hand, the Lebanese government tried to find a process to end the war in Lebanon through direct dialogue with the captives.
