The killing of 14 Kazakh soldiers during a military exercise in the Caspian Sea forced the country's president to issue a broad oversight order from the Ministry of Defense, and Kassem Jomart Tokayev, in dismissing the Minister of Defense, gave a deadline of 10 days to prepare a plan to reform the command structure, to increase the efficiency of military use of technology.
