Compiling and approving the reform plan in the administrative system of the 14th government, correcting the selection system for managers, canceling parallel structures, organizing corporate forces and putting together a road map for making the government wiser are among the most important actions of the government in the last two years to organize the administrative system.

In a situation where resource limitations and budget deficits have emphasized the need to manage government expenditures more than before, reforming the administrative system is no longer a long-term plan to improve the structure of executive institutions, but one of the requirements to reduce costs and increase productivity in the state administration, because there are parallel structures, unnecessary processes, and the multitude of administrative areas can increase administrative costs among the multitude of areas of the system.
