Social resilience means that society can withstand war, economic pressure, social crises and various shocks, rebuild itself and not lose hope for the future. In difficult situations, people not only expect the government to manage the crisis; they want to know what their contribution and role are in overcoming the crisis.

Communities that feel heard have a stake in decisions, and their problems are real and important to the governance system; they will have a higher capacity to endure difficulties and overcome crises. Therefore, there are direct links between public trust, social resilience, and national authority. The higher the public trust, the lower the cost of managing crises and the greater the national ability to overcome them.

National authority without people is a fragile entity. People, public trust, social resilience, problem solving, and responsible actors are the interrelated components of national authority. And if we want to sustain national authority, we must start from the place where all national authorities ultimately return: the people's trust.
