The Ministry of Transport of the Russian Federation will strengthen the regulation of the movement of scooters and electric bicycles through amendments to the traffic rules. Even situations where powerful electric bikes are used will need to have category M licenses to operate them. The changes are based on a clear distinction between categories of equipment. It is proposed to include as SIM devices with a speed of up to 25 km/h and a power of 0.1 kW to 0.25 kW - these are personal and rental scooters. Equipment with a speed of over 25 km/h and power from 0.25 kW to 4 kW, mainly for messengers, will be classified as mopeds. It will be possible to drive a SIM on public roads only from the age of 16. In 2025, 68 people were killed in road accidents involving SIMs equipped with an electric motor in Russia, and another 3,389 were injured.
