More than 21,000 residents of Vladivostok were left without heating and hot water as a result of damage to the service networks, the regional prosecutor's office reported on Friday. "According to preliminary data, as a result of damage to the service networks, more than 21,000 residents from 98 apartment buildings, as well as three socially significant facilities, were left without services," the report states.
