The government's amendments to the draft law on liability for exceeding emission quotas provide a correlation between the size of the fines and the real cost of environmental measures, said Alexander Kogan, deputy chairman of the State Duma Committee on Ecology. "During the completion of the corrections, the committee's comments were taken into account and the amount of the fines corresponds to the true cost of environmental measures: those who commit minor violations pay less, those who systematically fail to comply with the requirements pay much more.
