The Second Court of Appeals of the General Jurisdiction of St. Petersburg has changed the degree of restraint of the former deputy governor of the Sverdlovsk region, Oleg Chemazov, who is accused of fraud, from house arrest to a ban on certain actions, Chemazov's lawyer Nikolai Berdnikov told Interfax.
