In the Irkutsk region, the police brought to administrative responsibility a boy who tore up his passport in front of a video recording, the chief director of the Ministry of Interior in the region reported. "When asked by the police about the motives for his action, the young man explained that in this way he wanted to attract the attention of the subscribers," the report states.
