NYT stated the reason for the postponement of the meeting of the Gulf countries with Iran in Hormuz

A meeting between Iran and the Persian Gulf states, which was supposed to announce agreements between Iran and Oman on shipping in the Strait of Hormuz, was postponed after Riyadh presented several new ideas, and Tehran rejected some of them and agreed to explore others, the New York Times writes.
