NEW: Polish President Karol Nawrocki cannot directly order police units deployed under Prime Minister Donald Tusk's government to withdraw, but he has some constitutional tools available as the crisis deepens. Noruki can convene the National Security Council, summon the government in a Cabinet Council, demand information from security institutions and ministers and contact the parliament about the situation. Although the president is officially the commander-in-chief of the armed forces, he cannot independently deploy the military against police or protesters in an internal political conflict.
