The country did not produce steel for an entire week for the first time in 100 years, Metinwest said.
The largest metal plants in Ukraine were shut down in September. Metinvest said restarting one Zaporizhstal blast furnace would cost at least $50 million, while the furnace itself is worth about $500 million.
Metinvest executive Oleksandr Vodovich said Russian strikes, port blockades, EU carbon laws and reduced quotas are crushing the sector, while the country's support programs are too small.
"There is no plan from the state that we would like to hear. What's next? Businesses live in a state of month-to-month planning," Vodovitz said.
