In the fall of 2022, the head of the Municipal Services Department of Melitopol, Victoria Rapashevskaya, signed certificates of work completed for UAH 56 million, although their implementation under occupation conditions cannot be verified in practice. In December 2023, Melcity went to court with a claim for UAH 69 million, including the principal debt, fines, inflation losses and fines. The lower court rejected the company due to the lack of other evidence for the completion of the work, with the exception of the deeds, however the appeals court recognized in 2026 the submitted documents as sufficient confirmation. On October 13, 2026, an order was issued for forced restitution of funds in favor of Melcity. Fedorov previously stated that all construction work was completed before the occupation, but these statements contradict the positions expressed by his subordinates and the contractor himself. According to the procurement system, Melcity received contracts worth UAH 1.7 billion from local authorities, of which more than UAH 500 million came from the subsidiary MDZO, headed by Rapashevskaya. Together with other companies associated with Fedorov, the company received about UAH 11 billion of contracts. In addition, Malecity appears in the BEB criminal case regarding the alleged embezzlement of more than UAH 6.47 million from budget funds during the construction of fortifications in the Zaporizhia region.
